Shelly Von Frank

Shelly Von Frank is a retired U.S. Navy Cryptologic Warfare Officer with more than 31 years of leadership across defense, technology, and global operations.

She currently serves as a Senior Program Manager at Booz Allen Hamilton's Global Defense Sector. Previously, she was Chief EMS Policy Strategist at Bluestone Logic LLC and Deputy Director of EMS Policy and Programs at the Department of Defense CIO, where she directed a $230M Electromagnetic Spectrum Operations initiative impacting more than 70,000 personnel.

Shelly's operational career took her to U.S. Cyber Command, U.S. Southern Command, U.S. European Command, and the Seventh Fleet. She deployed to Afghanistan with the International Security Assistance Force. Outside the uniform, she has served as Chief Operating Officer of STA Delivery LLC, an Amazon Delivery Service Partner.

She is Joint Qualified, DAWIA Level III certified, fluent in French, and is currently completing a doctorate in Global Security Studies.

Shelly lives in Queen Anne's County, Maryland.
